Should landlord be obliged to change the carpet in my flat?

You say your Tenancy is coming to a end what I would say is think before you push to hard other wise it might not be renewed.Also if this smell was not noted till after you have been in residence for a time he could say you caused it!!!!!!!!!!!!!!!! You could find your self in a catch22 situation.
