Trunk is wet idk why and what can I do?

Ok, I have a 1997 oldsmobile 88 idk when the trunk got wet but I opened it one day and it smelled like mildew the carpet wasn't wet but the padding was, when I pulled up the padding the bottom was wet and idk how... What can I do, should I get rid of the padding and replace it or what should i do?
